Handling behind the news.

Impressed by police dog in France, the Interior Ministry of Russia has donated a police puppy. A very nice gesture if behind this news would  not be a great handling. Russia wants to appear by gestures of this kind, more human. Vladimir Putin wants to show that he is a good boy. This gesture has been widely promoted by Russian propaganda I refer in particular to the Russian propaganda in English.
